Dr. Douglas R McCarter, Dhc, is the Technical Integrator of McCarter Machine & Technology Inc. , founded in 1981. McCarter’s patented and proprietary silicon processes achievements were documented by published technical papers and over 50 oral presentations. In turn, McCarter has won many awards, mentioned in Forbes.com, Kiplinger Letter, Entrepenuer.com, Nasa Tech Briefs, Missile Defense Briefs Open and Classified, and recognized as the current world expert in precision silicon components. McCarter has served as member of editorial staff of Advanced Optical Technology, in Munich Germany since 2012. In 2016, Dr. Babin, Congressman District 37 and leader of Nasa Committee endorsed McCarter’s development of McCarter Silicon Space Systems. In addition to over 3000 hours of Technical Schools, McCarter has been directly mentored by the late Frank Anthony, Bell Labs and past 10 years Roger Paquin Perk & Elmer retired Materials Expert.

Inventor of processes to enable the use of Silicon in Optics and Opto-mechanical structures. McCarter’s Silicon Components are Modular, Scalable and Producible. In particular, McCarter has developed a glass frit bonding process for building meter class systems for ground, flight or space missions.

Branislav Vlahovic is Director of the National Science Foundation Computational Center of Research Excellence, NASA University Research Center for Aerospace Device, and NSF Center Partnership for Research and Education in Materials at North Carolina Central University. In 2004, he was awarded by the Board of Governors of The University of North Carolina Oliver Max Gardner statewide award for his research and contribution to science. He has published more than 300 papers in peer reviewed journals.

Mahmoud Fallahi is a professor in the college of optical Sciences at the University of Arizona. He received his Ph.D. degree from the University of Toulouse and LAAS-CNRS, in 1988. He joined the National Research Council of Canada in 1989 and became a member of technical staff as a Research Scientist during 1992-1995. He joined the University of Arizona as an Assistant professor in 1995. His research has been extensively published in peer-reviewed scientific journals, reported in invited talks and published in international conference proceedings. He has authored or co-authored several book chapters, patents and invention disclosures. He has served as Conference Chair and Program Committee member in several international conferences in the field of semiconductor lasers and integrated optics. Since August 2014 he has been with the National Science Foundation (NSF) as a Program Director of the photonics program in the ECCS Division of Engineering Directorate. As a Program Director he is promoting and managing translational research in the field of optics and photonics.

Mahmoud Fallahi’s research is in the field of high power semiconductor lasers, nonlinear frequency generation, photonic integrated circuits, micro/nanofabrication, hybrid organic-inorganic components, heterogeneous integration.

Yifu Zhu received his PhD degree from University of Virginia in 1987 and did postdoctoral studies at University or Oregon. He is a professor of physics at Florida International University. He has published over 100 papers in refereed journals.

Quantum optics and nonlinear optics

Eliade Stefanescu, graduate of Faculty of Electronics, Section of Physicist Engineers in 1970, and PhD in Theoretical Physics in 1990, is a professional with multidisciplinary openness. In 1975 he followed a specialization course in physics of semiconductor devices, and, as a Scientist from 1976, and a Senior Scientist III from 1978, he worked in the field of dynamical characterization of semiconductor devices. From 1978, he worked in physics of optoelectronic devices, especially in optical bistability. From 1987, and from 1990 as a Senior Scientist II, he worked in the field of open quantum physics. In 1989 he predicted a phenomenon of amplification of a coherent electromagnetic field on the account of the environmental heat, and in 1991 discovered that the penetrability of a potential barrier can be increased by coupling to a dissipative system – thus, he described the decay spectrum of some cold fission modes. As a Senior Scientist I, from 1997 he developed a microscopic theory of open quantum systems, discovered a physical principle for the heat conversion into usable energy, invented semiconductor devices, and gave an analytical, microscopic description of the involved phenomena. In 2014, he produced a unitary relativistic quantum theory. In the years 1995-2000, he held a course called Dissipative Systems, in a program of the Polytechnic University of Bucharest for the master degree. He collaborated with scientists from the Institute of Theoretical Physics in Giessen, Germany, and the Department of Theoretical Nuclear Physics of the Royal Institute of Technology in Stockholm, Sweden.

Professor Rodney Loudon MA DPhil Oxf, FRS is an Emeritus Professor at the School of Computer Science and Electronic Engineering of University of Essex. Rodney Loudon's work focuses on various aspects of theoretical solid state and laser physics, and particularly on light scattering. His 1964 paper on the Raman effect was one of the 100 most cited papers in all areas of physical science between 1960 and 1969. He has published more than 190 papers and 3 books, one of which(the three editions of The Quantum Theory of Light) has a very high international reputation and has been translated into Russian and Japanese. His Early work on excitons, phonons and magnons and his later treatments of non-classical effects in the statistical properties of light have attracted many citations. His most recent work on surface excitations and on optical amplification, attenuation and detection has also proved to be important. Rodney has played a full role at the University of Essex as Professor, Chairman and Dean. He has also workedat BT, RRE, Bell Telephone Laboratories and RCA.

Dr Hazel Cox is a Senior Lecturer in Chemistry at the University of Sussex. Her first degree is in mathematics and for her PhD she used computer algebra to solve the Schrödinger equation for three particle systems. Her research interests involve using quantum chemistry to determine the underlying chemical and physical properties responsible for the structure, reactivity and spectroscopy of metal-ligand complexes and to probe the boundaries of current methodologies by exploring the fundamental interactions in few particle Coulomb systems.
